For state agencies, counties, cities and special districts: we design and build AI, automation and software for resident intake, casework, records and opt-in communication, with staff reviewing what matters and systems designed so resident data stays under your control.

Where the backlog starts
Civic backlogs tend to start in a few predictable places. Each is a candidate for a first project small enough to scope tightly and measure honestly.
We start where the queue is longest, prove the approach on your data and your rules, and extend only when your team is ready.
Requests arriving by phone, email, web form and counter, each re-keyed by hand.
Paper and PDF applications typed into a second system.
Approvals waiting in inboxes between departments.
Residents calling to ask where their request stands.
Reports for council, commissioners or the legislature assembled by hand.
Starting points
Each can start as a single, scoped workflow and grow once it has proven itself on your data.
One front door for requests arriving by phone, email, web form or counter. Each request is classified, matched to a record and routed to the right queue, with staff reviewing the response.
AI Systems →Approvals and hand-offs that move between departments through the systems you already run, with a log of who approved what and when.
Automation & Integration →Fields extracted from permits, applications and scanned forms into the system of record; anything uncertain goes to a person before it is saved.
Status updates, reminders and answers by voice or on the web. Designed for opt-in communication only: messages go to residents who have asked to hear from you, and opt-out requests are honored.
Buy-Lingual™ AI Voice →Service portals and websites built around your records, your publishing rules and the residents who use them.
OrenWeb Design →Fractional CTO-level guidance on AI policy, vendor evaluation and modernization roadmaps for state CIO offices, county IT and city technology teams.
Executive Advisory →Our founder, Andre Mandel, personally leads sales, solution architecture and client delivery. We deliver our services remotely, nationwide.

State & local FAQ
Can you support an agency in any state?
We deliver our services remotely, nationwide. The procurement route depends on your state and local rules, and we confirm it with you before any proposal is written.
Can we buy through a cooperative purchasing contract?
No cooperative purchasing contract is listed on this site. If your agency relies on a cooperative membership, raise it when you request a briefing and we will tell you plainly whether a route exists.
Do you support systems that handle criminal justice information?
OrenGen does not currently hold CMMC, FedRAMP, DoD Impact Level, CJIS or HITRUST authorizations, is not a 21 CFR Part 11-validated system, and does not maintain corporate personnel security clearances. Work that touches criminal justice information needs an environment authorized for that data, which we do not provide.
Will AI replace our staff?
No. We build systems that take routine intake, routing, lookup and correspondence off staff queues. People review, approve and decide, and the system records who did what.
Can we start with one service?
Yes. A single workflow, such as permit intake or records requests, is a sensible first scope: it tests the approach on your data and your rules before anything larger.
